8 Kotoamatsukami
- Users: Shisui Uchiha, Danzo Shimura
Kotoamatsukami is an ocular jutsu that can only be used by someone who has unlocked the Mangekyo Sharingan. This genjutsu is one of the reasons why Shisui Uchiha was one of the characters who were strong enough to become Hokage. Itachi was a genjutsu master, and according to him, Kotoamatsukami is a genjutsu of the highest caliber.
As long as the target is within the user's field of view, they can use Kotoamatsukami to enter their mind completely undetected. The user can then plant phantom experiences inside the target's mind, which acts as a form of subtle mind control. Best of all, the target believes that any action they take is a result of their free will. Kotoamatsukami has the power to make someone do anything, including surrendering or agreeing to become a sacrifice for the Ten-Tails. This ocular space-time ninjutsu is simple, but the argument can be made that it is just as effective as Code's Claw Mark, which is already classified as a Shinjutsu. In fact, it may be more effective than the Claw Mark during combat.
Amenotejikara allows the user to instantaneously swap places with another object or living being. As a result, the user can dodge any attack, or they can swap places with an enemy so they can get hit by their projectiles and ranged attacks instead. Amenotejikara can also shift other individuals and objects if they are within the user's surroundings. For example, if the user fights two people at once, they can wait until the last moment and force their opponents to hit themselves with their own attacks. There is seemingly no way to counter this swap mechanic, and seeing as it can effect Otsutsuki as easily as everyone else, it might as well be classified as a Shinjutsu.
6 All-Killing Ash Bones

All-Killing Ash Bones is classified as a Kekkei Mora that is unique to Kaguya Otsutsuki, and it is one of the reasons why she is regarded as one of the strongest final villains in Shonen anime. It is similar to Kimimaro's Shikotsumyaku kekkei genkai because the user can manipulate their bone structure however they please. That said, it is far more powerful, to the point it should be re-classified as a Shinjutsu.
All-Killing Ash Bones is a certain-kill technique because it has a 100% death rate if it connects. The user hardens their bones and forces them to protrude from their body. The user can choose to shoot these bones like projectiles, or use them as melee weapons. Regardless of how they are used, if these bones pierce someone in any way, their body will disintegrate on a molecular level until there is nothing left but dust.

Gedo Art of Rinne Rebirth comes at the cost of the user's life, but given its potential scale, it could be classified as a forbidden Shinjutsu, especially if the user is a benevolent being.
Gedo Art of Rinne Rebirth can bring a single person back to life, as demonstrated when Madara was fully resurrected during the Fourth Great Ninja War. Nagato killed hundreds of people when he attacked the Hidden Leaf Village, and brought them all back to life with this jutsu. Gedo Art of Rinne Rebirth seemingly has no limit, as it can bring people back whether they were dead for years or recently deceased. In the hands of a true god-like being like Shibai Otsutsuki, Gedo Art of Rinne Rebirth could potentially be used without a cost.

4 Reanimation Jutsu
- Users: Tobirama Senju, Orochimaru, Kabuto Yakushi
The Reanimation Jutsu might be associated with Orochimaru and Kabuto, but it was created by Tobirama Senju, the Leaf Village's Second Hokage. This makes the Reanimation Jutsu one of the most powerful Kage jutsu in Naruto. This forbidden jutsu can bring dead ninjas back to life as long as the user possesses some of their genetic material. A living sacrifice is required to act as a vessel for the dead ninja's soul.
What makes the Reanimation Jutsu so overpowered is the fact that the resurrected ninja has unlimited chakra and a body that continuously regenerates no matter how much damage it sustains. Izanagi may not be one of Naruto's most dangerous jutsu, but it is definitely one of the most powerful. It is a genjutsu that can be placed on reality itself rather than an individual. Izanagi is one of the Uchiha Clan's forbidden techniques, and it only requires an ordinary Sharingan. It is only classified as a forbidden jutsu because the user permanently loses sight in the eye that was used to cast it.
In battle, Izanagi can be used to negate any injuries, and even death. This was demonstrated during the Five Kage Summit when Danzo used Izanagi multiple times to counter Sasuke's attacks. Obito would have lost to Konan if he had not used Izanagi during their fight. The Infinite Tsukuyomi traps every human and animal in the world in a dream-like illusion. The trapped individuals are then wrapped in branches and gradually drained of their life force until a Chakra Fruit is created. Only Rinnegan users and reanimated ninjas appear to be immune to the Infinite Tsukuyomi's light. Omnipotence is a Shinjutsu that affects the entire world, and seeing as the Infinite Tsukuyomi has similar scope, and can literally end all life on a planet, it should also be regarded as a Shinjutsu.
