The characters on this list are only scaled against the regular version of The Flash from the comics, who doesn't typically use his full power. This is because The Flash at full strength is pretty much the fastest character in fiction.

Across all fiction, The Flash from DC Comics remains the most recognizable and iconic speedster by a huge margin. With the first ever serialization of the character being in 1939, The Flash has since become one of the most foundational characters of all time, with every speedster after him borrowing from his powers in one way or another.

Over the years, everyone who has donned the mantle of the Flash has become one of the fastest characters of all time. However, when he's not at his absolute peak with the entirety of the Speedforce working just for him, there are a few speedsters in Shonen anime who are faster than him, though marginally. Dabura Karaba Has Shown Immense Feats Of Speed

Series: Jujutsu Kaisen Modulo

Modulo introduced a calamity-grade sorcerer on the level of Gojo and Sukuna in the form of Dabura; an alien whose Cursed Technique allowed him to manipulate light in any way that he wanted. Due to this manipulation, he was able to move at speeds only marginally slower than the speed of light itself, making him essentially invisible to just about anyone else. Against the normal versions of the Flash, who aren't pushing themselves to the brink, Dabura would actually do quite well in terms of speed.

Kizaru Is The Fastest Character In His Franchise

Series: One Piece

In every series that places an emphasis on speed, the speed of light is typically the greatest metric there is, even for the Flash. However, Kizaru is light itself, as his Logia Devil Fruit allows him to become the element and move at speeds that others simply can't contend with. Of course, there are some limitations here as Luffy and others have been shown to take them on, but in terms of speed, Kizaru is more than a match for the Flash, and is sometimes even faster.

Due to its ability to speed up everything within the universe, Made In Heaven has shown powers similar to the Flash himself.

Everything considered, Saitama's speed is likely even greater than the Flash's at times, since he has shown feats that were so great that he eclipsed even the fastest speedsters in his series. This is a big deal because those he eclipsed were themselves shown to go many times faster than the speed of light, such as Garou or Platinum Sperm, which simply just puts Saitama in a league of his own. In fact, at the end of his fight with Cosmic Garou, Saitama's fart propelled him faster than the speed of light, making him faster than some versions of the Flash.

Whis was one of the best inclusions to the entire Dragon Ball franchise, and his overall strength proved to be one of the main reasons for this. Not only is he the strongest character within Universe 7, he is also the fastest, displaying feats of speed that not even Beerus the Destroyer God can react to. Some amazing power scalers have calculated Whis to be going billions of times faster than light speed while traveling in space, which are definitely some of the higher Flash-tier numbers.

Wolfgang Schreiber Will Always Be Faster Than His Opponent

Series: Shinza Bansho

Wolfgang Schreiber is one of the greatest villains in the entire Shinza Bansho series, and much of that is because of his overpowered Niflheimr Fenriswolf ability. This power essentially always makes him faster than his opponent through some nebulous means, which is such a broken ability since it protects him from getting hurt at all times. Due to his desire to never be touched, he just dodges any attack that is thrown at him by automatically being made faster than his foes.

The Anti-Spiral Is Beyond Speed Itself

Series: Tengen Toppa Gurren Lagann

When there is a being that is the size of a universe, it is simply beyond traditional speed. Born as the collective consciousness of the Anti-Spiral beings, this lifeform is essentially in control of an entire universe, and when in its Granzeboma Mech, it becomes thousands of times larger than entire universes. At this scale, the speed of characters like the Flash is simply negligible, so even the fastest versions of the character would ultimately be slower than and lose to the Anti-Spiral.
