Anime characters often make use of elemental powers in battle, and that doesn't come as a surprise to anyone. Fire might be the most common element around, but there are also numerous incredible water users that manipulate this element tremendously well through various intricate power systems. Water users are always a mesmerizing group to see in action, but in a plethora of manipulators of this element, only a handful stand out as truly the best, and they include the likes of Noelle from Black Clover, or Tobirama from Naruto.

Sailor Neptune

Tobirama Senju

Tobirama Senju is one of the most important ninjas to have ever been born in the world of Naruto, and he was greatly involved in the creation of Konoha. He held the prestigious position of Second Hokage until his death. While Tobirama is best known for creating the Flying Thunder God Jutsu, he was also incredibly proficient in Water Release.

Tobirama was so strong that he came to be known as the very strongest Water Release user. He was known to be able to create massive tsunamis, so much so that he would flood the battlefield with water, even when there was no source of water nearby. Some of his abilities when it comes to Water Release include Water Dragon Jutsu, and Water Wall Jutsu. Whereas other ninjas required there to be a body of water around them to be able to use this Jutsu properly, Tobirama could do it easily without any body nearby.

Poseidon

• Anime: Record of Ragnarok

Poseidon is known as the God of the Sea in Greek mythology, and in the Record of Ragnarok anime, he makes his entrance on the battlefield in the third round of Ragnarok to take on legendary Japanese swordsman, Kojiro Sasaki. As the God and King of the Sea, it was completely expected for him to have full control over bodies of water.

While he was never seen using his water abilities offensively in battle due to his pride, his control over it was still tremendous, as seen when he split the water in the arena into two to pass through.

Jinbe

Water can be quite a powerful weapon in the One Piece series, and that is because every character who has consumed a Devil Fruit is weakened by it when submerged. While there is no water Devil Fruit in One Piece, there are many characters who make use of water, and the strongest of them all are often from the Fishmen and Merfolk races. The strongest of them right now is Jinbe, Knight of the Sea.

Jinbe is now one of the Straw Hat Pirates, but before that, he was the captain of the Sun Pirates. Jinbe can't create water but he can control it to perfection using his Fishman Karate and Merman Jujutsu. In the sea, there are not many characters who could stand up to him.

Juvia started as an antagonist as a part of the Element 4 in Fairy Tail. However, by the end of the battle and after falling in love with Grey, she would defect to the Fairy Tail Guild. After that, Juvia went on to become a major part of the main cast, and was always involved in battles. Juvia is quite a strong water user, as seen with her attack Water Force: Dragon Tempest. While her adventure in the original Fairy Tail series is over, fans can still see her in the 100 Year Quest.

Kisame Hoshigaki

In the Naruto series, there are not many water users as talented at it as Kisame. He was Itachi's partner and one of the strongest members of the Akatsuki. Kisame was so fearsome that he would be referred to as the Tail-less Tailed Beast, and for many reasons.

When it comes to water powers, he has many. With Water Release he is almost unstoppable, and using his weapon Samehada, he can even fuse with it and take on the appearance of a shark and drown his enemies. He has shown some powerful abilities, such as changing the terrain into water, or even trapping his enemies in water fields. He could even match and overpower Killer Bee in battle, and that was definitely impressive in the Naruto series.

Giyu Tomioka

The Demon Slayers often make use of elemental powers, and this also includes Water Breathing. In Demon Slayer, Water Breathing is very common, and many characters make use of it, including the former Water Hashira, or even Tanjiro. However, the most memorable water user in the series is the current Water Hashira, Giyu.

Giyu is a fan-favorite Hashira, and for many reasons. Noelle has become one of the strongest characters in the whole series, even being called the Sea Goddess. Through Undine, the spirit of water, and her contract with the Leviathan, she has grown tremendously in power. Fans can't wait to see her make her return when Black Clover anime finally returns after a long hiatus.
