Also known as Michiru Kaiou, Sailor Neptune is one of the outer scouts tasked with protecting the solar system, and she is definitely one of the strongest among them. With Sailor Uranus, she is an almost unstoppable force. One of her most notable water attacks in the anime is her Deep Submerge, and her connection to the sea is apparent throughout the series.

Tobirama was so strong that he came to be known as the very strongest Water Release user. Whereas other ninjas required there to be a body of water around them to be able to use this Jutsu properly, Tobirama could do it easily without any body nearby.

Poseidon is known as the God of the Sea in Greek mythology, and in the Record of Ragnarok anime, he makes his entrance on the battlefield in the third round of Ragnarok to take on legendary Japanese swordsman, Kojiro Sasaki. As the God and King of the Sea, it was completely expected for him to have full control over bodies of water.

While he was never seen using his water abilities offensively in battle due to his pride, his control over it was still tremendous, as seen when he split the water in the arena into two to pass through.

Juvia started as an antagonist as a part of the Element 4 in Fairy Tail. However, by the end of the battle and after falling in love with Grey, she would defect to the Fairy Tail Guild. After that, Juvia went on to become a major part of the main cast, and was always involved in battles. Juvia is quite a strong water user, as seen with her attack Water Force: Dragon Tempest. In the Naruto series, there are not many water users as talented at it as Kisame. He was Itachi's partner and one of the strongest members of the Akatsuki. Kisame was so fearsome that he would be referred to as the Tail-less Tailed Beast, and for many reasons.

When it comes to water powers, he has many. With Water Release he is almost unstoppable, and using his weapon Samehada, he can even fuse with it and take on the appearance of a shark and drown his enemies. He has shown some powerful abilities, such as changing the terrain into water, or even trapping his enemies in water fields. He could even match and overpower Killer Bee in battle, and that was definitely impressive in the Naruto series.

Giyu is a fan-favorite Hashira, and for many reasons.
