Classified Papers is a challenge for Tactical Simulations (Tac-Sim), a replay-focused post-campaign mode for 007 First Light. Players who're viewing the challenge may find it hard to complete because the objective is redacted. However, this challenge can be easily completed without even launching a simulation, as all you need to do is find a piece of document hidden in the main Tac-Sim area. With that said, here's how players can complete the Tactical Simulations Classified Papers challenge in 007 First Light.

How to Complete Classified Papers Challenge in 007 First Light (Tactical Simulations)
The first thing you'll need to do in order to complete the Classified Papers challenge is launch the Tactical Simulations (Tac-Sim) mode from 007 First Light's main menu. This is an online-only mode, so make sure you aren't playing the game in offline mode, otherwise the mode will be locked.
Once you enter Tactical Simulations mode, you'll spawn near the terminal that you can access to play a variety of missions (most of which unlock after you beat 007 First Light's story). Right from the terminal, turn around and head to the table with the mannequin head wearing VR goggles.
As James gets closer to the table, you'll be able to pick up the Classified Files. Doing so will complete the Classified Papers challenges in 007 First Light.
Completing the challenge will reward players with 1000 Intel and 500 XP. Now you can go ahead and check out some of the unlocked Tac-Sim challenges available, or simply continue the story in 007 First Light.
